In Fire and Blood, Ser Otto is seen as an educated man – as well as arrogant, blunt, and domineering. As Hand, he basically ran the seven realms during the last two years of King Jaehaerys’ life and kept his position when Viserys took the throne. He and the king’s brother, Prince Daemon Targaryen, were constantly at odds. No matter where King Viserys placed his brother, Otto convinced him to force Daemon out. When Daemon was given command of the City Watch, Otto worried that the prince would become another Maegor the Cruel if he took the throne. He has a less-than-platonic relationship with Rhaenyra Targaryen. Their parents must have thought it was cute to give their offspring gendered versions of the same name. Since his mother arguably should have been Queen, he’s another Velaryon that could have been an eventual contender for the Iron Throne if not for the Great Council opting for Viserys. Also known by the moniker ‘The Sea Snake’, aka Westeros’ most famous seafarer, overseer of the world’s largest navy, and, for a time, a key ally of Daemon Targaryen. His house is more wealthy than even the Lannisters – we assume he, too, always pays his debts.

However, House Hightower is a close ally of House Tyrell and has married into the house several times, and all the houses sworn to Oldtown hold their allegiance to Highgarden first and foremost. Millie Alcock and the rest of the first-generation Targaryens and Hightowers will, as far as HBO has indicated, not be returning this season in flashbacks. That doesn’t mean that we won’t see them again someday, but at least Paddy Considine does not have to jeopardize his own health for another stunning performance that the awards circuit decides to ignore. In fact, Otto’s brief conversation with Alicent in the House of the Dragon premiere does a good job of establishing the two characters as the series’ stand-ins for Cersei and Tywin Lannister. They trace their ancestry from the days of the First Men and records claim that they have been settled in the area around the mouth of the Honeywine since time immemorial, ruling as petty kings in the days of the First Men.
They defended the city from ironborn raiders, Dornishmen, and the armies of the Kings of the Reach, House Gardener of Highgarden. Because the city was so well defended, it was brought into the realm of Highgarden by marriage rather than conquest. In the books he’s Corlys’ nephew, so there’s some tweaks going on here in the screen adaptation, and he may be a conflation of more than one character.
Even after Aegon’s Landing, Oldtown remained the cultural center of Westeros in many ways. But the uptight, opportunistic Otto is more powerful than Tywin ever was. He has more influence over key Westerosi institutions, in what some call the Oldtown Triad (the Citadel, the Faith and House Hightower). And he has convinced the king that he is an honorable man — “an unwavering and loyal Hand,” as King Viserys (Paddy Considine) calls him.
The marriage was normal to the descendants of Aegon the Conquerer but not so acceptable to the Sept and the faith. There’s a bunch of Targaryen infighting, which includes Maegor stealing the Iron Throne from his grandnephew. At this point, the house was known more for trade than battles (they held a large army).

And when the king died House Hightower acted, putting their blood on the Iron Throne and starting a civil war for the crown that would pull in all of Westeros. Later on in the war, Oldtown was sealed off during the Great Spring Sickness. During this Targaryen Civil War, George R.R. Martin killed off half the population of Westeros and, as noted previously, nearly every member of the blondest family. However, the HBO series has already tweaked parts of the book, so there’s no reason to believe that everything will go down as Martin wrote in the lore. Queen Alicent and Otto Hightower will definitely begin to see consequences of their long game, and Rhaenyra will be coming for the Iron Throne with Blood and Cheese (wait for them, oh boy) paving the way. With that said, this series has been plotted out for four seasons, and that plan could change, but it’s unlikely that we will see the entire war take place in Season 2.
